I think I might have had the same problem as you with illegible text at one point. Have you tried cropping and resizing the picture before adding the text? That's what I was doing wrong, and the text always shrunk to illegibility when I finally shrunk the icon. Indeed, all the icon tutorials suggest resizing the picture before making any changes to it.
